The primary purpose of this position is to work with Training Group Chief Technology Officer as the Cyber and Information Technology Specialist within the 81st Training Support Squadron to evaluate, assess, and establish the feasibility of using and/or inserting technology into instructional programs for multiple training specialties across the 81st Training Group.

Duties

81st Training Support Squadron Information Technology Specialist. Serve as the 81st Training Support Squadron Office of Primary Responsibility (OPR) Cyber and Instructional Technology Specialist for group wide instructional technology (IT) project information. Assesses feasibility of using new technology and other advanced methodologies, (i.e., IMI, distance learning, virtual reality, video teletraining, etc.), for a broad specialty area; a cluster of courses in technical training; or one extremely broad and complex, historically difficult specialty. Determines most cost-effective acquisition of specific computer hardware and software to meet training requirements. 81 TRSS/TRG Advisor to the 81 TRG Chief Technology Officer for technology issues within the training squadrons and group. Assist in Planning, organizing, and overseeing the activities of the technical training support services contract, ensuring customer needs are met and all key activities comply with legal and regulatory requirements.

  • Incumbent must be comfortable in dealing with high-ranking officials and foreign representatives and able to utilize tact and diplomacy on all occasions.
  • Exceptionally strong ability to write clear, concise, and logically sequenced reports and other correspondence is highly desired.
  • Must maintain contact with technical and professional organizations in industry to keep abreast of trends in technology. Special projects and initiatives involve long-range planning which will enable the installation to meet future requirements;
  • therefore, the employee must continually stay up to date with rapidly changing technology to be able to predict how management can prepare for the future.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide variety of complex instructional technologies and methodologies (such as Interactive Multimedia Instruction, distance learning, virtual reality, blackboard, and video teletraining) sufficient to design and develop instructional programs which utilize complex technological applications. Comprehensive knowledge of a wide variety of instructional development methods sufficient to develop and revise instructional materials which result in complete and full-length training products for specialty areas or career management fields. Knowledge of system design tools, methods and techniques needed to define and develop system requirements as well as understand customer requests and their relation to existing systems. Knowledge of installation systems and requirements sufficient to make determinations of acceptability of proposed programs onto the local system. OR EDUCATION: completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Note: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of instructional design and materials development to include use of technology for design and delivery of training. 2. Knowledge of principles, practices, and techniques of instruction to include tests and measurement principles, techniques, and objectives. 3. Knowledge of training administration, policies, procedures and management concepts. 4. Ability to establish program objectives, assess progress towards achievement, and maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. 5. Ability to analyze problems, evaluate, and accomplish special training studies and projects and to develop timely and economical solutions. 6. Ability to work harmoniously with all levels of personnel within the component. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
