You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMMERCIAL ACCOUNTS DIVISION, ACCOUNTING DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will supervise division personnel including assignment and prioritization of workload, evaluation of personnel performance, personnel administration (timecards, travel, mandatory training, area/facility access, role provisioning, etc.
You will manage division resources including staffing of personnel; providing required infrastructure resources including facilities, information technology, equipment, and supplies; and budgeting/managing the costs of these resources.
You will process division business transactions including review, approval, execution, and validation of transactions.
You will coordinate processing and information across divisions, groups, commands, and echelons including DFAS; and evaluating quality, completeness, and timeliness of division work product.
You will participate in employee mentoring/coaching, communicating division and group capabilities across command and up the echelon chain, and leading others in understanding their role in the division, group, and command.
You will apply analysis, research, troubleshooting, and critical thinking skills and working with others from across the Navy to create solutions that address the needs of the command.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Collaborating across organizational lines to solve problems, innovate, and improve operations and processes; 2) Tasking, monitoring, and evaluating performance of others; 3) Contracting vendor pay processes, regulations, and policies; 4) Processing, reviewing, and analyzing Navy ERP purchase orders, invoices, receipts, and payment files; 5) Analyzing of financial system functionality for purposes of evaluating, testing, and implementing system functionality into operations and processes.
