The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center (MC), Virginia, under the Spinal Cord Injury/Disorders (SCI/D) Service Line (SL). This position functions as an Administrative Officer for SCID SL. The incumbent provides administrative support to all SL program areas.

Duties

Duties Include: Responsible for collecting, analyzing and reviewing data and submitting required reports, status of funds, and budget requests to the Chief of SCI/D Service Line, in order to meet service needs. Assists Chief in disseminating information and general improvement of communication throughout all organizational elements within the SL, and between other Services and SLs. Provides administrative support for the SL. This includes preparation of data and reports for the Service Line Chief and executive leadership. This may include interpreting administrative policies, developing, or implementing local policies. Assists Chief in preparing position descriptions and performance appraisals. Assures annual performance reviews are completed in a timely manner for Service Line employees. Conducts analysis of space requirements for the SCI/D Service Line. Prepares requests and justification for space for management review. Responsible for assuring that equipment inventories are conducted according to established schedules. Provides guidance in conducting inventories, reviews all results, initiates equipment searches as need is determined, and assures all pertinent documents are completed. Acts as a liaison with the human resources office concerning personnel-related matters, such as, position descriptions. special leave requests, performance and incentive awards, and other employee issues within the Service Line. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09 Qualifications: You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Specialized experience includes, but are not limited to: skill to interpret VACONISN governed regulations and directives for SCI/D programs, reporting and administrative functions and processes sufficient to gather data, formulate reports, plan, coordinate, identify, advise, and propose improvements based on findings; and skill in the use of computer equipment with a wide variety of software such as word, excel, Power Point, Outlook and VHA database. Produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, graphics and other similar products. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: I have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: I have equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-11 Qualifications: You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Examples of specialized experience would typically include, but are not limited to: Supervising administrative staff, skills in applying analytical and evaluative techniques and develop resolutions to complex issues or problems. Ability to develop new or modified work methods, organizational structures, records and files, and management processes. Skills in conducting interviews with supervisors and can communicate effectively, both orally and in writing. Have general knowledge of computer systems (Outlook, Word, Excel PowerPoint, Access, SharePoint, and web applications). Ability to produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, database, word processing, desktop publishing, graphics, and other similar products. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a total qualifying experience as a percentage of the specialized experience required plus creditable education equal to100 percent.
