This position is located in the Office of the Administrator with guidance and supervision by the Office of Administration (RAD), Office of Business Operations, Federal Railroad Administration (FRA), in Washington, D.C. The incumbent researches, reviews, and creates written and visual materials to communicate initiatives to the workforce. As a part of workforce engagement, this position serves to keep the agency's employees informed and motivated by providing staff with the written/visual.

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.
To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
Experience serving as the technical authority for the proper and expeditious action on senior executive level correspondence and documents, AND serving as the technical expert for advising on, developing and/or modifying agency-wide writing and editorial policy and guidance.
Experience developing business processes around communications (such as correspondence management) and drafting business processes in other subject matter/functional areas.
Experience reviewing Intranet content including the review of Intranet information design or information architecture; ensuring adherence to procedures or policies in order to support programs; preparing communications such as the development of mission statements, newsletters, or reports; and advising an organization on Intranet design.
Experience developing business processes around internal communications (such as correspondence management) and drafting business processes in other subject matter/functional areas.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, practices, techniques and methods of written communication.
Skill in software to format documents and applying its tools to review and correct documents.
Skill in written communication.
Ability to assist in preparation, evaluation and edit of written materials.
Ability to research various facts.
