This position is located in the National Credit Union Administration, Office of the Chief Information Officer (OCIO).
This position serves as a solution/software architect.More than the number of positions listed may be filled through this vacancy announcement.
Duties
As an IT Specialist (APPSW), you will:
Evaluate and recommend the choice of software development platform and architecture design as well as the hardware requirements for the development, testing, quality assurance, and production environments.
Conduct research and studies in the areas of current and emerging computer technology for the purpose of integrating appropriate new technological advances into the NCUA information technology infrastructure that will allow for delivery of cost effective technologies and software solutions.
Provide briefings to OCIO management, colleagues and customers on proposed IT technical solutions for adoption by the Agency.
Assist NCUA in developing and implementing innovative technology solutions such as cloud initiatives, an enterprise data warehouse, supports business process redesign efforts, identification of strategic initiatives, and the development and utilization of data and analytics and metrics
Develop and maintain the OCIO software development technical architecture and make recommendations for improvement. Establish and document software development guidelines, coding standards, and conducts training sessions as needed.
Conduct code, data models, stored procedures and other routine programming reviews and diagnoses technical issues
Validate correct implementation of technical solutions delivered and performs user acceptance testing to ensure performance.
Translate system requirements into application prototypes.
Translate technical specifications into programming specifications.
Provide input for the configuration of the applications and servers on which application programs run to ensure the rigorous application of information security/information assurance policies and principles.

Qualifications
Basic Requirements
Applicants must possess IT-related experience demonstrating EACH of the four IT Specialist competencies:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience
In addition to meeting basic requirements, applicants must also meet the specialized experience. Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
All applicants applying for the CU-14 grade level must have at least one full year of specialized experience equivalent to the CU/GS-13 grade level obtained in the private or public sector.
Specialized experience for this position is defined as experience:
1. Serving as a solution/software architect using one of the following programming languages: C#, .NET, ASP.NET to build and maintain web-based solutions following DevOps practices; and
2. Migrating on-premise systems to a cloud environment (e.g. Amazon Web Services (AWS), Azure).
Ideal Candidate Statement
The ideal candidate is a self-motivated solution/software architect with several years of professional experience in software analysis, design and development using C#, .NET, ASP.NET, and RESTful web services to build and maintain web-based solutions following DevSecOps practices. Has led migration of applications and workloads from on-premise to Microsoft Azure cloud. Is well-versed in preparing and briefing to the senior management, colleagues, and customers on proposed IT technical solutions.
