The primary purpose of this position is to serve as Senior Information Technology Specialist (Network Services); serves as Senior Network Administrator responsible for planning and coordinating installation, testing, troubleshooting, modifications, upgrades and maintenance of hardware/software systems.
Duties
Serves as Senior Network Administrator to leadership on network enterprise systems and designs.
As Senior IT Specialist, performs feasibility studies on complex information systems and conducts in-depth
analyses complicated by novel problems.
Keeps abreast of emerging technology to predict future network needs.
Performs as Senior IT Specialist participating in leadership discussions, meetings, committees, or special
projects.
Exercises supervisory personnel management responsibilities.

- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A)
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-11 or above grade level which includes experience with IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; experience with organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures, resolve unusual and difficult issues, and create new techniques for use.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches
used in developing, testing, installing, operating, managing, and maintaining network services that support
functional requirements.
Knowledge of the operating and maintenance concepts, network architecture, interrelationships, operating modes,
configuration, topology, troubleshooting methods and protocols typically found at base level.
Knowledge of complex configuration management techniques, and requirements appropriate to manage base
level network systems.
Knowledge of personnel management policies, practices, regulations, and procedures to adjust work operations to
meet emergencies; change of program or production safety, and security requirements within available resources
and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals
and access progress toward their achievement.
Skilled in developing interpersonal relationships, maintaining working relations, planning, organizing,
reprioritizing work to meet changing deadlines, developing and conducting training to ensure proper maintenance of
assigned system/equipment; making recommendations to senior leadership or maintenance technicians and
communicate orally and in writing.
Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the
sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze
component interrelationships and evaluate network systems and computer applications from an operational
perspective to better predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
