Incumbent(s) serve as Program Specialist for the MHSL within the Atlanta VA Medical Center. The incumbent(s) perform administrative work within a highly complex clinical service line in one or more of the following areas: personnel management/administration, budgeting and financial management, procurement and contracting, property management, and/or supply.

Duties

Major duties include but are not limited to: Performs administrative duties in all functional areas (schedules, equipment, human resources, audits, data) of the service line to ensure customer satisfaction and adherence to established VA regulations for assigned program. Analyzes and integrates established program requirements with service line staff, keeping them informed of VHA Directives pertaining to assigned program. Resolves audit/inspection activities for program. Participates in the overall administrative activities of the assigned program including the compilation and preparation of statistical reports, special projects, quality assurance activities, representation on committees, development of programs, etc. as dictated by operational needs in order to comply with Joint Commission standards, CARF, VA/Network mandates, and stakeholder/Veterans' feedback to meet our goals. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and operating programs: and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management or internal control reviews. Monitors and evaluates the timeliness of access to care, identifies any barriers encountered and assists with planning for the increased effectiveness of the delivery of behavioral health services. Prepares and reviews warehouse supply orders and non-expendable property such as equipment, including personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office. Provides oversight by analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of assigned program such as scheduling, eligibility, clinic project management and clinic front office operations in meeting established goals and objectives. Assists with the procurement and contracting processes for various request. This may include preparing procurement requests and evaluating proposals for work. Serves as assigned program SME on regulations, directives and policies in terms of scheduling, MISSION ACT, PACT and COMPACT ACTs, bookability, secure messaging, productivity and clinic utilization. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work involving the collection, compilation, research, and/or tracking of data and statistical information; performing administrative work, which includes management of an office's schedule or day-to-day plans; develops routine plans or schedules using standard references and existing information; conducts special projects or studies to analyze, evaluate, and provide recommendations on administrative programs or issues; researches and/or analyzes problems, issues, or program requirements; researches and/or analyzes stable or simple administrative issues. (NOTE: This experience must be well documented in your resume). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only graduate education in excess of the amount required for the next lower grade level. You will be rated on the following Competencies for this position: System Thinking Critical Thinking Administration and Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with some standing and walking throughout the Medical Center, as employees are located in different areas of the building. Some slight physical effort may be required related to scheduling appointments and daily monitoring encounters activities.
