The primary purpose of this position is to serve and lead as the command's Organizational Behavior Officer and Program Manager, Headquarters (HQ) Air Force Office of Special Investigations (AFOSI), leading the command's Organizational Behavior Program in the Directorate of Organizational Development (OD).

Duties

Serves as the Organizational Behavior program officer to plan, organize, and oversee the activities of the AFOSI, forward operations, Organizational Behavior programs. Directs and engages in wide-ranging and comprehensive research studies of fundamental human systems (Leadership, behavior, and motivation); organizational systems (functions, structures, and managerial and operational processes); and organizational dynamics (problems, intervention strategies, and evaluation). Provides direct support to the OD Directorate's Continuous Process Improvement and Innovation, Diversity and Inclusion, and Unit Support Program Managers. Represents AFOSI with a variety of functional area organizations. Directs and leads operational innovations and Organizational Behavior initiatives that directly impact USAF, DoD and command missions. Participates with the Director in directing, planning, distributing and balancing Organizational Behavior program workload across the command.

  • Air Force special investigations (counterintelligence and federal law enforcement) functional knowledge or experience is highly desirable.
  • The employee will be required to work overtime and is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Advanced academic degree and expert application in core assessment instruments related to organizational development/dynamics/change, leadership and management, continuous process improvement/Lean Six Sigma are highly desirable.
  • CPI Black Belt Certification is highly desirable.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Employee must obtain and maintain a Top Secret/SCI clearance.
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commanders designated representative(s).
  • Superior Qualifications will be considered.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) mastery of a professional field to generate and develop new hypotheses and theories and makes decisions or recommendations significantly changing, interpreting or developing important organizational policies or programs; (2) mastery of a wide range of concepts, principles, and practices of a professional occupation, such as would be gained through extended study or experience; (3) mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, and thorough knowledge of the military command's facilities planning, acquisition, and management process; (4) skill in applying this knowledge to difficult and complex work assignments, including the development of new methods, approaches or procedures. Oversight at this level requires significant and extensive coordination and integration of a number of important projects or program segments of professional, scientific, technical, managerial, or administrative work. Management at this level involves major decisions and actions which have a direct and substantial effect on the organization and its programs. This position has significant responsibility for restructuring, reorienting and recasting immediate and long range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority, and/or funding. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AFOSI's full mission spectrum, organization and management processes, as well as how AFOSI supports US Air Force, Department of Defense and US Government strategic priorities and objectives. 2. Ability to lead, manage, mentor, coach, motivate and guide others toward goal accomplishment. Skill in facilitation, team development and classroom instruction. Ability to model high standards of honesty, integrity, trust, openness, and respect for others by applying these values to daily behaviors. 3. Skilled in fostering collaborative interpersonal relations and communicating effectively orally and in writing with senior leaders, managers, commanders, and workers at all levels, on managerial, organizational and leadership conditions which directly affect operationa, organizational, and innovation change worldwide. 4. Knowledge of and/or experience in AFOSI's organizational development efforts and leadership development programs/forums. 5. Knowledge of Organizational Behavior principles and skill in applying its tools and methodologies to complex problems impacting across the organization. Expert knowledge of organizational development/dynamics and change management theory, research and best practices. 6. Advanced experience and Masters/Professional level degree and certificates in related field of studies in Organizational Behavior/Leadership, Communication, Leadership, Executive Coaching, Business Process and Systems Re-engineering, Instructional Systems Design, and Continuous Process Improvement. Attaining U.S. Air Force Black Belt CPI Certification is a condition of employment with the employee's completion timeline set by the OD Director. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
