You will serve as a Supervisory Program and Management Analyst within NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will manage the development of technical approaches to address requirements identified by program objectives, operational requirements and mission need statements. You will represent programs in advanced long-range planning to define and realize interfaces between the assigned weapons systems and the end users within respective military branches. You will be responsible for developing test methodology and evaluation criteria to ensure program objectives are met. You will evaluate and advocate innovative approaches such as leader/follower and multiple sourcing to ensure performance, cost and schedule risks are managed to acceptable levels. You will provide engineering discipline necessary to ensure proper integration of the design and engineering/technical efforts of all team members and components.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following; 1. Developing networks and builds alliances; collaborating across boundaries to build strategic relationships and achieve common goals. 2. Conveying written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expressing thoughts persuasively and using effective modes to reinforce message retention. 3. Demonstrating ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Making clear and convincing oral presentations. Listening effectively; clarifying information as needed.
