You will serve as a Deputy Director for Communications for SPECIAL OPERATIONS COMMAND, Pacific.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the DoD.
Duties
You will assist with the communications information environment mission area.
You will direct, coordinate, and oversee work through subordinate division-level supervisors for administrative and technical supervision.
You will manage a variety of major communication programs, requirements or projects that involve forecasting requirements for the command.
You will serve as the technical authority for overall network resource management issues.
You will review, interpret, and apply governing DoD, INDOPACOM and SOCOM regulations as they relate to the budget and financial systems accounting.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a mastery knowledge of professional concepts, principles and practices in providing guidance and solving problems within the Command, Control, Communications and Computer Systems (C4). Experience evaluating the effectiveness and efficiency of the Command, Control, Communications and Computer Systems (C4) in order to make necessary improvements to the program.
Examples of specialized experience are as follows: 1) Monitoring revision of C4 long range plans, goals and objectives, changes in appropriations, and organization structure to meet changes in the C4 systems; 2) Advising staff regarding policies, procedures, and directives of higher level management or headquarters; 3) Participating in the management of a variety of major communications programs, requirements or projects that involves forecasting requirements for the command; and 4) Ensuring all goods and services acquired are made in accordance with established policies, procedures and legal requirements.
