You will serve as a MARINE TRANSPORTATION SPECIALIST in the Directorate of Maritime Operations, Operations and Planning Department of MILITARY SEALIFT COMMAND.

Duties

You will develop plans and procedures for responsive and cost-effective operation of the Military Sealift Command (MSC) Tanker Fleet. You will oversee tanker assets and coordinate planning and procedures for any changes to assigned vessels. You will serve as the business manager in the development of billings for tankers to customers and oversees the payment of all invoices to contractors. You will review and approve tanker fleet schedules, cargo loading plans, and cargoes to be lifted by voyage charters versus potential lift by controlled assets. You will evaluate ships fuel, speed and performance warranties versus contract requirements. You will represent command at meetings and maintains good working relations with a variety of organizations active in the Department of Defense Petroleum Distribution System.

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: . Experience utilizing project management fundamentals such as strong organizational skills, short and long range planning, determination of scope of work, requirements management, time and schedule management, cost and budget management, resource management, logistics etc. Experience utilizing government acquisition processes, policies, and procedures. Experience with the transportation of refined and/or crude petroleum products on ocean-going tankers to ensure cost-effective distribution of POL cargoes. Experience with commercial ship operations and practices to ensure compliance with industry norms and regulations. Experience with tanker transport vessels, characteristics, capabilities and operational limitations.
