This position is located with the FMWR Business Recreation Division on Fort Wainwright, Alaska. This position is eligible for 2.01% COLA. Duties

Serves as Chief Business and Recreation Division, and as such plans, manages, directs, coordinates and supervises the functions, programs and activities of the division and performs delegated personnel management responsibilities. Plans, directs, coordinates, and evaluates community wide revenue generating programs. Determines overall local policies for providing business and recreation services. Reviews budget estimates submitted by program activities for completeness and applicability to program goals and objectives. Performs the full range of delegated supervisory personnel management tasks. Assigns, directs, and oversees the work of employees.

Qualifications

Progressively responsible experience performing related duties, which demonstrates the ability to successfully perform the duties of this position. Experience in a supervisory capacity is mandatory. Knowledge of the goals, concepts and techniques of a community activities program, including recreation, sports, entertainment and art, and of general management and business operations of various facilities is required. Highly Preferred: Candidates that possess highly preferred criteria and meet the minimum qualifications above will be referred to the hiring manager first. Criteria is verified within the application package. Possess experience providing oversight and management of Recreation and Business Programs. Possess experience in researching and developing policies with emphasis on program planning and standards. Possess experience in assisting with development of strategic program plans, assess program standards and procedures, analyzes for effectiveness, recommends appropriate changes and conducts actual execution for the designated program. Possess experience in performing comparative analysis, compares programs to the best in the industry, and develops reports outlining areas in need of improvement. Possess experience building and executing a budget - funded through appropriated and non-appropriated funds. Possess experience in sufficient internal control mechanisms installed for all Divisions within the Directorate of Family and MWR. Possess experience in implementing regulations to provide for a comprehensive community recreation program widely recognized for addressing a broad range of interest of needs of the military community. Possess experience in implementing innovative programs to meet future needs, including development and support of contingency operations for mobilization and demobilization. Possess experience in reviewing program priorities and developing five-year plan covering projected programs of personnel, funds and facilities. Possess experience in directing, developing and administering plans and procedures throughout division. Possess five years of experience in formulating and executing APF and NAF budgets.
