The primary purpose of this position: to serve as a financial specialist to provide financial analysis support to the Commander to include overseeing the accomplishment of "Reports of Survey" for lost, damaged, or destroyed government property claims at Wright-Patt AFB /provide support to the 88th Comptroller Squadron involving systems, tasks, and development programs.
Duties
1. GS-07/09: Performs developmental assignments.
2. GS-07/09/11: Performs recurring assignments.
3. GS-07: Participates in special initiatives, studies, and projects.
4. GS-07/09/11: Prepares written correspondence and other documentation.
5. GS-09/11: Carries out special projects and participates in special initiatives and studies
6. GS-12: Serves as Financial Specialist and subject matter expert for financial management systems audit readiness with responsibility to help ensure processes and procedural compliance is within the Federal Generally Accepted Accounting Principles (GAAP).
7. GS-12: Provides financial management expertise, technical advice and guidance, and leadership.
8. GS-12: Formulates, establishes, and implements financial management systems policies, instructions, and procedures on all matters relating to financial management system activities.
9. GS-12: Performs recurring assignments. Independently performs work assignments.

- APPLIES TO GS-07, GS-09 AND GS-11 LEVELS ONLY: This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.
- This is a Financial Management Level 2 Certified position IAW with the National Defense Authorization Act
(NDAA) 2012, Public Law 112 -81, Subtitle F-Financial Management, Section 1599d
- Incumbent shall comply with the requirements of this certification program.
Qualifications
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes I have at least 52 weeks of specialized experience equivalent to at least the GS-05 grade level. Specialized experience is experience performing well defined, entry-level financial, budget, and/or cost analysis to non-complex policies, regulations, etc.; applying basic principles, practices, and methods of the specific financial functions acquired through structured on-the-job and classroom training sufficient to do entry-level work; assisting higher graded specialists in applying sources of factual data about budgeting and/or finance matters relevant to assigned tasks.
OR
I have successfully completed 1 full year of graduate level education which is related to this position or I meet the requirements superior academic achievement. (NOTE: transcripts must be provided).
SPECIALIZED EXPERIENCE FOR GS-09: I have at least 52 weeks of specialized experience equivalent to at least the GS-07 grade level (or equivalent in an alternate pay system). Specialized experience includes performing budget, cost analysis and financial analysis tasks in a developmental capacity.
OR
I have successfully completed a master's or equivalent graduate degree or have successfully completed two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., which is related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of this position and is related to the duties of this position. (NOTE: Transcripts must be provided.)
OR
I have successfully completed some graduate level education and I have some specialized experience as described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. Only graduate level education in excess of the first year may be used as qualifying when combining education and experience. (NOTE: Transcripts must be provided.)
SPECIALIZED EXPERIENCE FOR GS-11: I have at least one year of specialized experience equivalent to at least the GS-09 (or equivalent in an alternate pay system). Specialized experience is to serve as a financial specialist in an advanced developmental capacity, and provide budget analysis, cost analysis, and cost scheduling and cost estimating services in support of a Group/Squadron within a Wing organization.
OR
I have successfully completed three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. This education includes one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours is considered as satisfying the one year of full-time study requirement.
OR
I have some, but less than three full years of specialized experience, and I have successfully completed some graduate level education beyond the two years. Therefore my combination of education and specialized experience provided me with the knowledge, skills, and abilities necessary to do the work of this position.
SPECIALIZED EXPERIENCE FOR GS-12:
I have at least 52 weeks of specialized experience equivalent to at least the GS-11 (or equivalent in an alternate pay system). Specialized experience is experience performing a variety of financial functions involving the formulation, execution, and analysis of financial plans and budgets for substantive financial management services programs and support activities.
This position is covered by the Qualifications Standards for Administrative and Management positions.

AND
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

ADMINISTRATIVE CAREERS WITH AMERICA (ACWA): This position is covered by the Luevano Consent Decree. Selected applicants at the GS-5 & GS-7 grade levels will be required to take and successfully pass the ACWA assessment. Should you be required to take the ACWA assessment, you will be given further instructions.
KNOWLEDGE, SKILLS AND ABILITIES (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-07/GS-09:
1. Knowledge of the basic principles, concepts, and methodology used in Financial Management.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately
difficult assignments.
3. Ability to effectively communicate information clearly, orally and in writing.
4. Ability to gather and analyze basic facts and draw conclusions.
5. Ability to learn the operation of automated data systems.
GS-11/GS-12:
1. Knowledge of basic principles, concepts, and practices of Financial Management.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Financial Management.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
