The primary purpose of this position is to serve as a configuration and data management specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.

Duties

1. Performs developmental assignments. 2. Performs recurring assignments. 3. Participates in special initiatives, studies, and projects. 4. Prepares written correspondence and other documentation.

  • The incumbent of this position must be able to obtain and maintain the necessary and required security clearance.
  • This position requires a Engineering and Technical Management, Foundational, acquisition certification.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Administrative, Clerical, and Office Services. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position may be filled at the (GS-7, GS-9, GS-11, or GS-12 level). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE:GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other federal pay systems. Examples of specialized experience include: reporting deficiencies and the ability to analyze problems to identify significant factors and propose solutions to contractor data management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: successfully completed 1 full year of graduate level education or superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: equivalent combinations of successfully completed a 4-year course of study leading to a bachelor's degree and 3 years of general experience, 1 year of which was equivalent to at least GS-5.GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other federal pay systems. Examples of specialized experience include: Assist in conducting analysis, evaluating, fact-finding, and investigating techniques to gather data, identify significant factors and recommend a solution. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. OR COMBINATION OF EXPERIENCE AND EDUCATION: have equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9 or equivalent in other federal pay systems. Examples of specialized experience include: interpreting weapon systems, engineering drawings, and equipment specification use and maintenance, negotiations, and interaction with management officials. OR EDUCATION: successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. OR COMBINATION OF EXPERIENCE AND EDUCATION: equivalent combinations of successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other federal pay systems. Examples of specialized experience include: performing Configuration Management Tasks in an effective and efficient manner for assigned systems/programs/contracts. Perform data management to ensure engineering/technical data is maintained and available to support airworthiness plans, evaluating and managing Deficiency Reports tasks, as well as performing all duties in a professional manner. OR EDUCATION: successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. OR COMBINATION OF EXPERIENCE AND EDUCATION: equivalent combinations of successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7, one year at the GS-9 level for GS-11, and one year at the GS-11 level for GS-12. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the basic principles, concepts, and methodology used in configuration and data management. 2. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 3. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. 4. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 5. Knowledge of, and skill in, the use of principles of negotiation as required to reconcile diverse opinions that can arise from conflicts in ECP/CCP evaluation, contracting, engineering data/data management, and audits. 6. Skill in developing corrective actions for observed discrepancies. 7. Knowledge, skill and ability to apply analytical and evaluative methods to determine efficiencies and effectiveness of configuration and data management Integrated Data Environment (IDE) systems.8. Knowledge of the Center/Directorate/Division/Branch structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures. WORK ENVIRONMENT: The work is performed in an office setting with adequate lighting, heat and ventilation. The work involves everyday risks or discomforts that require normal safety precautions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
