This position is located in the Office of Administration, Office of the Director, White House Information Technology (WHIT). The incumbent serves as a Watch Officer and, as such, is responsible for developing, monitoring and operating all information systems for customer Components within the Executive Office of the President (EOP). The Watch Officer is the single point-of-contact for all IT operations throughout the enterprise. This position is 100% onsite.

Duties

As a Supervisory IT Specialist (SYSADMIN), GS-2210-14, your typical work assignments may include the following: Performs a full range of first-level supervisory responsibilities and provides day-to-day management of the Watch Officer Team. Manages shift schedules providing 24 hour, 7 days a week (24 X 7) coverage; prepares performance metrics, performance plans and performance appraisals; schedules all leave to ensure maximum coverage. Develops performance standards and evaluates work performance of subordinates. Coordinates with senior management to balance shifting and top priorities to serve the needs of the Presidential Information Technology Community (PITC). Incumbent acts as a liaison between OD/WHIT, WHCA and other mission partners. Establishes regular communication with WHIT management and businesses regarding the status of change tickets, known errors, the resources working on the ticket, adherence to SLAs for ticket turnaround. Oversees the incident/problem management response as well as keeping the defined reporting avenues updated on all crisis management activities. Participates as an active member of the critical incident, change, configuration, availability, and event management process and teams, and works to provide seamless process and data integration among these process modules.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Supervisory IT Specialist (SYSADMIN), 2210. 1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services. 3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems. -AND- TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-Overseeing the incident/problem management response as well as keeping the defined reporting avenues updated on all crisis management activities; 2-Participating as a member of two of the following teams: critical incident, change, configuration, availability, or event management process; 3-Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; 4-Collaborating with subject matter experts to ensure the timely and efficient closure of problem tickets; and 5-Engaging with business and change management stakeholders to prioritize, review and resolve problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
