About the Position: Develops, collaborates, plans, analyzes, establishes, and implements a variety of mission-essential management programs to advise senior leaders in Operations, Contracting, CIO-G6, and Logistics Management on service contract management issues, information technology and end-user requirements, property accountability, and other administrative services and programs related to the diverse mission of the Operations Division.
Duties
Serves as Contracting Officer Representative (COR) or an Alternate Contracting Officer Representative (ACOR) for the management and implementation of assigned contracts
Serves as the Operation?s resident expert on the PIEE system and works to educate and provide service to COR?s and others utilizing the system
Participates in pre-award and post-award activities including development of Performance Work Statements, Performance Requirements Summaries, Quality Assurance Surveillance Plans, and calculation of independent government cost estimates
Conducts internal audits on the District Property Book for Operations and Regulatory Division hand receipts
Serves as the Uniform Coordinator for Operations Division. Prepares and manages the budget for the Uniform Facility Account. Manages the purchase
of uniforms ensuring the credit card purchases are in compliance with the required criteria.
Acts as the Division?s computer refresh manager working in conjunction with the division?s IT specialist and the CIO-G6 organization.

Specialized Experience GS-09: One year of specialized experience which includes: Assisting administrative office in monitoring of service contract performance; assisting in other administrative services and programs; assisting with the preparation or conduct of briefings and or training to include utilization of MS Excel, Word and PowerPoint software; utilizing automated tools related to contract and financial management tracking. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Program Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes: monitors service contract requirement packages and funding documents; preparing substantial documents to include spreadsheets with formulas, slide presentations and tables using automated software such as Microsoft Office; assisting supervisor or team in establishing procedures, guidelines, or policies for a program; acting as or assisting a primary point of contact for a program or functional area, answering questions, tracking and reporting data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Program Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 to qualify for the GS-09; GS-09 to qualify for the GS-11).
