DCSA's Office Chief Information Office is seeking a Supervisory IT Advisor (Acquisition and Budget) to provide technical advice on the Agency's IT programs, contracts and acquisitions, policies and processes, and the Planning, Programming, Budgeting and Execution process. Additionally, manage all facets of resourcing IT capabilities to meet evolving mission and performance expectations.
Duties
As a Supervisory Information Technology Program Manager you will be responsible for the following duties:
- Responsible for providing expert advice on the agency's Information Technology (IT) programs, including contracts and acquisitions, IT policies and processes, and Planning, Programming, Budgeting and Execution (PPBE) procedures to meet overall agency performance expectations.
- Lead internal and external efforts to achieve IT strategic planning initiatives consistent with DCSA missions, goals, and objectives.
- Work with various stakeholders to build enduring relationships with business groups across the agency to develop a detailed understanding of their issues, challenges, and opportunities.
- Ensure transparency and collaboration between IT organizations and partners to allow efficient use of IT architecture, tools, and applications to drive change and innovation.
- Establish, refine, and monitor metrics for managing IT effectiveness across the enterprise in accordance with DoD/Federal mandates, directives, and laws.

- Incumbent must either have or obtain a DAU Advanced certification or equivalent and must sign a 3 year tenure agreement upon hiring.
- The incumbent is required to maintain the following certification: Federal Acquisition Certification for Contracting Officer Representative Level 3 (FAC-COR III).
- This position requires Acquisition Workforce Level III Certification in Program Management, but not essential prior to hiring, must be accomplished within 24 months after entry into this position.
Qualifications
This position has a Basic Requirement for the 2210:For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Providing assessments and technical advice on acquisition, contracting, and the budgeting processes. Providing administration and acquisitions for IT areas such as hardware, software, products and services, systems development, infrastructure design, and engineering architecture. Handling multiple contracts/task orders.
