You will serve as a Program Analyst in the Facilities Environmental and Safety Departments, Environmental Capability Development Division and Sustainment Division (V173000) of NAVAL AIR SYSTEMS COMMAND.
If selected, your salary will be set according to the established control points of this position, which is $132,368.00-$172,075.00.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will serve as subject matter expert on compliance with environmental readiness programs with responsibility for supporting the administration and execution of organizational programs/projects.
You will support and assist in the review and/or drafting for approval Environmental Readiness Higher authority taskers; congressional reports/inquiries, Department of Defense Environmental Management reviews, initiatives etc.
You will support and assist in NEPA/Executive Order (EO) 12114 and other environmental readiness program documentation requiring Echelon 2 review or approval to ensure protection of the environment.
You will support OPNAV program assessment(s), Navy IG inspections and NAVAIR IG inspections, Environmental Functional support requirements for oversight, and Support Environmental Management Systems.
You will coordinate and/or assist in the development of Environmental directives, documents, and/ or work products that require review/endorsement at Echelon II.
You will support the development of environmental readiness program tools and training.
You will support the planning, programming, budgeting, and execution process for environmental readiness programs to ensure the agency and its commands remain in compliance with policies, laws, and regulations.
You will identify ways to improve effectiveness and efficiency of programs and reporting systems.
You will serve as a NAVAIR environmental compliance subject matter expert on environmental statutory and regulatory requirements and provide advocacy and interagency coordination.
You will serve as a NAVAIR representative on internal and external working groups. OPNAV (N4I), DoD service steering committees, and task forces that support environmental readiness or development of DoD and Navy environmental policy and guidance.
You will administer and facilitate the NAVAIR Environmental Readiness Community of Practice.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Managing environmental readiness program(s); 2) Writing environmental policy or providing guidance or interpretation of environmental requirements; 3) Planning, programming, budgeting, and execution process for environmental readiness programs; 4) Evaluating the effectiveness of environmental readiness programs, evaluating industrial operations, or researching development test and evaluation operations for environmental compliance; and 5) Working well with people at all levels within and external to an organization, even under difficult circumstances.
