Duties
As a Financial Operations Analyst, you will:
Participate in the development and preparation of HOPWA program policies, regulations, standards and procedures that supports the grants management and administration of the program, with an emphasis on financial aspects of all activities.
Advise HUD staff throughout CPD, as well as local community officials, non-profit or for-profit entities, consultants or contractors on a broad spectrum of fiscal matters pertaining to OHH programs.
Serve as a Subject Matter Expert for all financial aspects of training. Identify gaps and develop training programs for staff and clients in such areas as grantee sub-contract administration for project sponsors, problem solving, project evaluation and monitoring, computer use and state of the art technology (such as HUD and local financial reporting systems use), and project management.
Conduct research and analysis on a wide variety of program policy, grants management, and programmatic procedural requirements and issues.
Provide grants management oversight on a variety of activities, including development of responses to inquiries concerning routine grants management issues.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized Experience for this position includes:
Manipulating Microsoft excel or similar spreadsheet software programs to develop, analyze, and communicate financial data variations and conflicting information; AND
Reporting findings and making recommendations based on regulatory compliance requirements relevant to homeless persons, disabled individuals, persons with HIV/AIDS, or similar special needs population programs.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
