About the Position: This position supports the mission of the Financial Operations Directorate, Financial Operations Division (FOD) and it is located in San Antonio, Texas or Falls Church, Virginia.

Duties
Review, analyze, and interpret financial management policy and provide guidance to staff elements, to include revising and publishing Financial Management directives and procedures.
Identify, monitor, and report trends in the accounting system.
Analyze, review, and reconciles reports for civilian payroll.
Provide advisory/consulting services for customers, identifying and prescribing specific courses of action to ensure efficient operations.
Interpret regulations and directives promulgated by higher authority and use this information to establish, prepare, and disseminate policy and guidance to customers.
Conduct daily examination of various accounting transactions and reports, financial statements, fund balances, and database queries to ascertain accuracy and completeness of financial transactions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
employment. A background investigation and credit check are required.
- DoD Financial Management Certification Level 2 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) assisting with the evaluation of civilian payroll, 2) utilizing automated payroll systems such as Automated Time Attendance and Production Systems (ATAAPS) and Defense Civilian Payroll System (DCPS), AND 3) reviewing civilian payroll reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
