The Robert J. Dole VA Medical Center is seeking to fill 1 full-time Administrative Officer position in Wichita Kansas. This position will provide Administrative Officer duties for the Surgery and Anesthesia Departments.
Duties
Duties of the Administrative Officer includes but are not limited to:
The Administrative Officer is expected to perform the full range of administrative responsibilities. Responsibilities include budget administration, financial management, contract development, human resources activities management, labor-management relations management within the Departmental divisions. and other general administrative activities consistent with programmatic objectives and VHA polices, and providing guidance, advice, and information on these matters to management and other organizations. The Administrative Officer will also function as the Department of Surgery Service Level Patient Advocate and Department of Surgery Service Level Security Officer. The Administrative Officer will function as the first level supervisor for the non-clinical administrative support personnel within the Department of Surgery. General administrative activities include, but are not limited to: developing policies and procedures to keep pace with constantly changing regulatory requirements, procurements, travel management, purchasing equipment for the Operating Room and associated areas, evaluating workload, clinic maintenance, managing correspondence, promoting cost-effectiveness, ensuring information security, public relations management, and assisting with all administrative processes and activities related to the respective services. The Administrative Officer is expected to demonstrate system and creative thinking, organizational stewardship, an attitude reflective of customer service and interpersonal effectiveness. The Administrative Officer will perform duties independently with minimal guidance and have the ability to effectively analyze and resolve problems.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Salary range: GS-09: $57,118 - $74,250 per annum
GS-11: $69,107 - $89,835 per annum
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicating effectively, both orally and in writing, with people from diverse backgrounds; coordinating and monitoring the functions of administrative services within a clinical service department; managing budget and procurement activities for a department to include contracting functions and experience with government purchasing; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; preparing letters, reports and presentations; provides advice to management and program personnel on staffing, budgetary and procedural issues

Education: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B. of J.D. if related OR,
Combination: A combination of education and experience can be used to meet the requirements if both education and experience are acceptable.
GS-11
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communicating effectively, both orally and in writing, with people from diverse backgrounds; advising management on a variety of administration policies; independently oversee budgeting/financial management work; act as a Contracting Officer Representative and maintaining procurement records; overseeing and tracking management of services and activities of work operations in a program or program support setting; applying knowledge of rules, regulations, and practices relating to civilian pay and time and leave; provide human resources support in various areas(recruitment, position classification, performance, training, etc.)

Education: Ph.D or equivalent doctoral degree, or 3 years of progressively higher level graduate education leading to such a degree OR LL.M. if related OR,
Combination: A combination of education and experience can be used to meet the requirements if both education and experience are acceptable.

Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities.
