Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Public Health Advisor, you will use your knowledge and experience to optimize business results and customer experience by: Monitors assigned grants and/or contracts to assess whether they are meeting the stated goals and objectives, statutory requirements, and related regulations. Plans, develops, and implements public health programs in collaboration with local, State, other Federal and/or international governments and various public, non-profit, and private and health-related organizations. Provides leadership in developing and implementing program plans and data sets consistent with funding requirements and national initiatives. Independently, or in collaboration with others, prepares and/or assists with preparing contracts, agreements, proposals, etc., for professional, laboratory, or other services pertinent to the program, study, or project. Reviews congressional and legislative actions; assesses impact on public health program activities, initiatives, and policies; and initiates action accordingly.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. AND Minimum Qualifications: GS-11 Specialized Experience: A. You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing of the following: Developing and monitoring state and/or federal substance use disorder (SUD) and related area grant portfolios. Evaluating and analyzing programmatic data to fine tune services provided and populations served. Understanding and oversight of policies, procedures, and regulations necessary to administer public health programs in SUD. Representing organizations at meetings, conferences, and gatherings to present organizational mission and priorities related to SUD policies and programs. OR B. Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR Must have a combination of experience as described in "A" above and education as described in "B" above. GS-12 Specialized Experience: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Participating in or leading task forces and working groups, coordinating reports and developing documents on the current substance use disorder (SUD) issues, and related policy and clinical issues. Evaluating and recommending program initiatives, training, policy directions and legislative proposals regarding evidence-based SUD clinical practices, programs, including grants and contracts. Working quickly on multiple products under intense time pressure, without sacrificing quality. Adapting to rapidly changing situations, issues or requirements. Managing projects from concept to final product including keeping to a deadline and following proper clearance processes. Integrating and troubleshooting the work throughout the development process. GS-13 Specialized Experience: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Developing, recommending, monitoring and advising on substance use disorder (SUD) grant programs and client support services pertaining to substance use disorders and special population initiatives. Planning and conducting analysis, evaluations, and studies to explore and resolve issues involving substance use disorders in coordination with external stakeholder partners. Understanding and oversight of policies, procedures, and regulations necessary to administer public health programs in SUD. Representing organizations at meetings, conferences, and gatherings to present organizational mission and priorities related to SUD policies and programs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
