This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Provides a wide variety of technical support required in the management of construction activities performed for Construction Division.
Duties
Reviews engineering documents (e.g., plans and specifications) and transmittal documentation for general completeness, and adherence to organization?s standards.
Assists engineers, construction quality assurance personnel and contractor personnel with data quality issues that arise with the Resident Management System (RMS).
Receives all transmittals; to include submittal registers, preconstruction submittals, technical submittals, closeout documents, operations and maintenance manuals, and as-built drawings for Military Construction and Civil Works projects.
Uses RMS to populate various aspects of data that are part of the construction process.
In support of Office functions, coordinates with Project Engineer, QA Representatives, District Office, Customer Representatives, contractors and others as necessary in accomplishing assigned tasks.
Serves as one of the three District principal trainers on the Resident Management System (RMS) software system.
Requirements

Specialized Experience: One year of specialized experience which includes assisting with engineering duties in support of construction activities, administrative and technical support, receiving drawings, plans, and specifications, assisting with preparation of government contracts through the use of a quality management and contract administration system such as the Resident Management System (RMS), preparing a variety of documents and recurring reports, and applying regulations, policies and procedures related to construction engineering practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
