You will serve as a Program Analyst in the Office of the Executive Director (N02) of COMSUBFOR.
Duties
You will be responsible for developing and executing tools, studies, and assessments in support of readiness reporting, shipyard performance and identifying and validating operational availability improvements.
You will be responsible for developing and executing tools, studies, and assessments across the COMSUBLANT and COMSUBPAC type commanders to meet CNO SUB SYD, SECNAV/VCNO P2P, COMSUBFOR S-MOC, and other ad hoc objectives.
You will serve as a subject matter expert for the undersea enterprise for the aforementioned forums and support the Director of Data and Analytics to prepare COMSUBFOR to brief the VCNO on a monthly basis.
You will interact with USFFC N43, NAVSEA, NAVSUP, OPNAV N8, OPNAV Problem Solving Office, COMSUBLANT, COMSUBPAC and the undersea warfare community staffs on a daily basis to ensure collaborated products are produced to the various groups.
You will liaison with the Submarine Maintenance Operations Center (S-MOC) to develop/align/maintain a visible standard maintenance dashboard for public shipyard performance.
You will provide expert oversight (procedures and directives) to ensure appropriate material actions are implemented across public shipyards.
You will formulate and direct engineering studies, analyses, and other projects in support of improved maintenance, modernization, contracting, and repair initiatives.
You will serve as the SUB SYD Deputy to the Director of Data and Analytics. You will be responsible for developing, reporting, and assessing metrics that accurately represent shipyard performance.
You will assist with directing efforts across COMSUBFOR to develop metrics, populate metrics, and assess the delta from the prior reporting period in order to produce products for presentation to COMSUBFOR and VCNO.
You will provide direct oversight regarding the standardization of maintenance measurements.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
(1) Experience or skill in the principles and practices of program analysis, financial management, program administration, and program integration for the Department of the Navy as well as Fleet Maintenance issues faced by the Navy.
(2) One-year professional work experience managing maintenance, repair and modernization of nuclear powered ships and demonstrate a comprehensive knowledge in the overall technical and engineering aspects of Submarine Force nuclear powered ships.
(3) Experience in ship maintenance and modernization.
(4) Experience in contract acquisition and administration with particular emphasis on development of procurement requests, technical direction, statements of work, and contracting procedures and strategies.
(5) Experience of the Defense Planning Programming, Budgeting, and Execution (PPBE) process relative to identifying and resourcing requirements for ship maintenance funding and the ability to apply budget and fiscal knowledge to develop strategies and plans to accomplish project objectives.
(6) Experience, knowledge and understanding of private and naval shipyard capabilities, procedures, and practices as they relate to submarine maintenance and modernization.
(7) Experience in managerial skills and expertise to manage an interdisciplinary professional and technical engineering staff in the scope of work equivalent to that required for the position and to make vital decisions on such issues as work scope, schedules, and priorities, personnel assignments, and professional/technical development.
