You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Comptroller Department of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will serve as the expert planner, coordinator, liaison and advisor to agency management, facility maintenance and other logistic actions in support of the AGC mission.
You will apprises the Director of any anticipated inability to meet program requirements and proposes solutions through reallocation/reprogramming of resources of increased efficiencies.
You will retain full responsibility for the accuracy, responsiveness and timeliness of resulting work products.
You will exercise experienced judgment in determining, interpreting and applying the appropriate guidelines.
You will communicate orally and in writing in order to resolve logistic problems, negotiate agreements, and effectively deal with contractors, users, and representative of other organizations.
You will work collaboratively with NSAW management to devise, document, justify and implement overall objectives, short-to-long-range plans, and resource allocation plans.
You will meet quality and timeliness of the work directly influence the effectiveness and efficiency of the Command mission to provide full support to ensure unit readiness.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Experience in performing programmatic tasks cross multi-functional, departmental, CNIC command lines, with responsibility for analyzing, evaluating, and advising management on the program effectiveness, efficiency, and productivity; 2) Experience in managing ongoing and future actions, activities, projects, and initiatives requiring the involvement and schedule of the Director to accurately advise solutions when necessary and exercise control over appointments; AND 3) Experience in advising and analyzing changes to organizational structures, organizational charts, mission and function statements to implement reorganizations or changes in program administration to reduce or eliminate overlapping programs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
