The incumbent of this position may work a flextime, compflex or maxiflex work schedule.
This is a non-supervisory, bargaining unit position.
Duties
Prepares ICEs and ICAs, for Copyright Office programs, projects, lifecycle costs (both IT and non-IT) in coordination with the Library, and Office Directorates. Develops and supports independent cost reviews for programs and projects over certain thresholds. Assists program management to evaluate trade-offs, analyze alternatives, assess cost estimates, and generate cost projections. Establishes and manages cost accounting and estimation models and current methods to enable defensible cost management practices for recovery of Copyright Office operating costs. Provides guidance to Office personnel on the application of cost accounting and estimation policies, practices and standards. Remains current on cost estimation standards, practices, and federal budgeting requirements in the Legislative branch including appropriations law.
Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to provide cost management and estimation program services.**
Ability to perform independent cost estimate review services.**
Ability to estimate the lifecycle costs of a complex program involving a multi-year acquisition.**
Ability to construct and monitor data accumulation models to track costs and provide evidence-based cost information to management.
Ability to interpret and understand solution designs and architecture documents for a variety of different applications and environments.
Ability to develop cost management policy and procedures.
Ability to communicate analysis and/or recommendations through technical papers, presentations, and briefings.
Ability to build and maintain relationships with individuals from varying backgrounds and levels.
Ability to communicate effectively other than in writing.
