You will serve as a MANAGEMENT ANALYST in the TRAINING DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.

Duties

You will serve as SME in Job, Duty, Task Analyses (JDTA), possessing the KSAs for work being performed in the fleet, for their ratings. You will analyze TTA tasks and subtasks to ensure the work is structured correctly and aligned to a duty task, and conditions under which a task is performed and measured for completeness an/or accuracy. You will conduct workshops and perform all other requirements as per RRL handbook to ensure requirements as per the RRL handbook to ensure requirements collection and establishment meet standards provided by the RRL executive agent. You will use existing OPNAV and Fleet POM processes to prioritize and request funding for new training, manpower or information technology infrastructure that supports RRL or individual training, You will advise and assist stakeholders in developing effective RRL training solutions. You will anticipate and analyze issues, monitors adherence to project scope, requirements and schedules, and participates in NECC training working groups, conferences, and navvy-wide meetings.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience required associated with the fleet Explosive Ordinance Disposal (EOD) and Navy Diving (ND) operations. Experience with Explosive Ordinance Disposal (EOD) and Navy Diving (ND) accession training pipeline. Experience with NETC Processes such as Learning Center operations, Ready Relevant Learning (RRL) analysis processes, Training Effectiveness/Kirkpatrick measurements, Instructional Systems Design, Science of Learning/Instructional methodology, and training systems including CeTARS, FLTMPS, etc. Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
