About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th MI BDE, 782D MI BN responsible for working all Information Assurance/Information System Security issues within the organization.

Duties

Serving as the Information Assurance Network Security Officer responsible for computer network defense (CND) Oversee the conduct of Cyber Security training. Develop policies and procedures to ensure Information Systems reliability and accessibility to prevent, protect, and defend against unauthorized access to systems and confidentiality of Sensitive Compartmented Information systems, networks, and data. Participate in the planning of networks and local area network (LAN) expansions and review the construction, design, and installation requests for compliance with Information Systems Security standards. Work within the Risk Management Framework (RMF) to provide assistance and guidance to Regional Service Center ISS Network Analysts, site personnel, certification and authentication personnel, and designated DoD Authorizing Official. Conduct collaborative risk and vulnerability assessments to assess risks and determine effective corrective measures.

Requirements

  • This position is considered Non-Combat Essential (NCE) in support of the Army?s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Must sign DD Form 2365, acknowledging that certain levels of medical, security, performance, conduct, and overall fitness must be maintained that make them suitable for assignment to an austere and stressful combat environment.
  • Failure to perform the duties of this position may result in appropriate action ? defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 25% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must achieve and retain a baseline Information Assurance Management (IAM) Level II of Information Assurance certification requirements in compliance with DoD 8570.01M within six months of appointment.
  • Required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01M.
  • Position is designated Mission Essential and incumbent must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.

Specialized experience is defined as: Serving as the Information Assurance and Network Security Manager responsible for computer network defense (CND); conducting risk management, configuration management, maintenance, and updating accreditation for the NIPRNET, SIPRNET, and TS SCI DoDIIS computer systems and Cross Domain Solutions (CDS); overseeing Cyber Security training for an entire activity; and, coordinating information assurance/information systems security training requirements for network devices, gateways, routers, terminal servers, modems, encryption devices, and other INFOSEC products. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
