This position is in the Editing and Publishing Division, Office of the Historian, Foreign Service Institute (FSI/OH). As a Historian in the fields of diplomatic history, documentary editing, and the history of U.S. bilateral and regional relations, global issues such as terrorism, narcotics, health, and the environment, as well as topics such as national security policy, foreign economic policy, and foreign policy organization and management.
Duties
Plans and carries out complex historical research as well as technical historical editing functions for the Dept. of State's statutorily mandated documentary series Foreign Relations of the United States.
Analyzes, evaluates, reviews and revises pre-publication Foreign Relations manuscripts and performs oversight of contractors performing proofreading.
Performs extensive research in historical documents, checking unpublished documents, conducting research in online documentary collections, and searching multiple databases to confirm accuracy in the editorial content.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have the required experience or education as described below and meet any selective factors, when specified.
BASIC REQUIREMENTS:
Have a bachelor's or graduate degree from an accredited college or university in history;
OR
Have a bachelor's or graduate degree from an accredited college or university in a field related to history that included at least 18 semester hours in history;
OR
Have a combination of education and experience where your coursework was equivalent to a major in history, or a major in a related field, that included at least 18 semester hours in history, PLUS appropriate relevant experience OR additional education.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate 3 of the following:
Experience performing historical research and documentary editing.
Experience analyzing primary source documents for historical relevance.
Experience reviewing, analyzing, and editing historical research, reports, and memoranda.
Experience handling print and digital publishing projects from conception to distribution.
