This position provides supervision and overall quality control to a wide range of maintenance and repair improvements. The Supervisor works directly for the Chief, Operations & Maintenance at the VA San Diego Healthcare System that encompasses more than 1 million square feet including at the La Jolla Medical Center and 7 surrounding Clinical Based Outpatient Care Clinics and leased buildings throughout San Diego County.
Duties
As a Supervisory Facilities Operations Specialist, GS-1640-12, these major duties include, but are not limited to the following:
Supervises, leads, or performs administrative work that involves operating and maintaining buildings, grounds, and other facilities.
Plans, coordinates and executes a wide array of building maintenance and repair improvements including structural, mechanical, electrical, plumbing, data and electronic systems.
Administratively responsible for the Contracting Officer Representative (COR)s and the purchase card holders of the team. Ensures that all regulations and directives are closely adhered to by the incumbent personnel.
Supervises the office/administration staff. Assigns work to staff and provides technical policy direction. Reviews completed work, evaluates the work performance, and resolves staff complains concerning working conditions and related matters, if necessary, to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.
Provides overall technical guidance and coordination throughout the medical center to minimize adverse impact to healthcare operations during maintenance and repair activities, coordinates and plans the actual work and independently assigns work to staff or retains third party contractual support to complete the objectives.
Uses expertise and experience to recognize where hazardous materials may exist and ensure the proper personal protective equipment is used by all personnel.
Knowledge and skills and broad technical knowledge of the operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and equipment.
Knowledge of and skill in applying a comprehensive range of principles, concepts, and practices concerning facility administration sufficient to evaluate, adapt or modify procedures and practices concerning property facilities, utility systems, buildings, equipment, plans and grounds.
Knowledge of building construction, facility maintenance and utility systems.
Comprehensive experience and expertise in many areas of facility and utility systems to ensure these systems are properly installed and maintained. Systems include water plumbing and drainage piping, HVAC ductworks, equipment and their electronic components, electrical circuits and panel boards, low voltage electronics and special systems and other building elements.
Knowledgeable of current building codes and VA Directives and The Joint Commission standards for healthcare facilities and ensure all aspects are met for compliance with these standards.
Knowledgeable of safety precautions that are required for healthcare maintenance and repair to protect patients, guests, and clinical staff. Precautions include measure to protect against infection, establishing interim life safety measures to the fire systems, protecting against loud noises and vibrations, protecting, and securing maintenance and repair areas to prevent unintended entrances and other similar precautions to ensure healthcare operations can be effectively provided with minimal adverse impacts due to maintenance and repair.
Work involves analyzing long-range needs, unusual problems, or unusual questions; and administering entire programs and operations, or phases of large and complex programs and operations.
Conducts on-going research and surveillance of building and grounds; and varies approach to maintenance and repair processes and procedures due to aging facilities and system change in usage.
Interacts with hazardous materials such as asbestos, lead paint, and other building materials that require special handling and disposal. Must use expertise and experience to recognize where hazardous materials may exist and ensure the proper personal protective equipment is used by all personnel.
Personal contacts include third party contractors and outside entities to complete specialized work activities in support of overall projects and assignments.
Purpose of contacts is to coordinate and effectively deliver high quality results in a timely manner.
Contacts include members from other VA facilities and others at the VISN or VACO level for various special circumstances.
Work Schedule: Sunday/Saturday 12:00pm to 8:30pm, Monday/ Thursday/ Friday 12:00pm to 8:30pm (PST)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements (IOR)/Basic Requirement: An IOR is a basic requirement that must be met to qualify for entry into this occupational series for positions above the GS-05 grade level, and it is something that cannot be waived. In addition to the education and/or specialized experience below, applicants must meet the IOR for this position.
Education: Applicants must have an undergraduate or graduate education in a major field of study in engineering, industrial arts, property management, or business administration.

Specialized Experience: Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.In addition, must also meet the below specialized experience.
In addition to the IOR above, applicants must meet the the specialized experience described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to serves as the point of contact relating to the day-to-day operations, maintenance, and repair of all buildings, grounds, and mechanical equipment housing medical, dental, and other activities, annually develops a comprehensive program of facility maintenance and repair for assigned facilities, directly supervises employees, exercises supervisory authorities and responsibilities involving work assignments and reviews, as well as the administrative personnel management functions relative to the staff supervised, determines the total budgetary requirements to support the assigned facilities operations, maintenance, and repair plans.
There is no educational substitution at the GS-12 grade level for this position.

Physical Requirements: Work is sedentary. On occasion, work will require walking and carrying of light items such as books, paper, and automation equipment, not to exceed 25 pounds.
Work Environment: The work environment is primarily performed in an office setting, but daily surveillance requires exposure to clinical areas that may pose risk to infection and disease, and other areas around the grounds that are difficult to access such as mechanical store rooms, ceiling interstitial space, storage tanks, and similar areas that are difficult to access. Work Is also performed in construction areas, with the possibility of additional exposure to environmental hazards. Requires use of computers and computer programs.
