The primary purpose of this position is to serve in a developmental position with known promotion potential to the target position of Process Analyst, GS-0301-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Duties

May serve as either a team member or facilitator of various CPI activities related to productivity improvement. Serve as advisor and coordinator of CPI and Lean Events. Prepare and deliver written and oral presentations such as briefings, training sessions and consultations. Review "follow-up" information provided by lower grade personnel. Perform other related duties as assigned.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include the ability to apply process improvement methodologies under Continuous Process Improvement (CPI) to the various services and processes provided by the organization in order to reduce waste and improve efficiency. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. OR EDUCATION: 1 full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-07 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include the ability to apply process improvement methodologies under Continuous Process Improvement (CPI) to the various services and processes provided by the organization in order to reduce waste and improve efficiency. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. OR EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. OR EDUCATION: Applicants must possess or have Ph.D. Degree or equivalent graduate degree in a directly related field of study or completed 3 full years of progressively higher level graduate education in a directly related field of study leading to such a degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors gather pertinent data and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. There may be some walking; standing; bending; carrying of light items, such as papers, books or small parts; or driving an automobile, No special physical demands are required to perform the work. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training moms, libraries, residences, or commercial vehicles. The work area is adequately lighted, headed and ventilated.
