About the Position:
This position is located in Warren, a city in Macomb County, in the U.S. state of Michigan. An inner-ring suburb of Detroit, Warren borders Detroit to the north, roughly 13 miles north of downtown Detroit. As of the 2020 census, the city had a population of 139,387, making it the largest community in Macomb County, the third-largest city in Michigan after Detroit and Grand Rapids, and Detroit's largest suburb.
Duties
Procure materials, supplies, services, construction, commercial items, and equipment to perform contract administration of Simplified Acquisition Procedures (SAP) and contracting functions.
Develop and issue solicitations/purchase orders for SAP and contract operations on behalf of the Government.
Receive purchases requests from various customers, reviewing each requirement for adequacy and completeness, providing recommendation on the most appropriate SAP / contract type.
Performs considerable research and contacts with customers, contractors, suppliers, manufacturers, or non-local markets to locate sources for items or services.
Functions as a journeyman level sufficient to support the management and business practices of a full-service procurement organization, including workflow, work processes, automation and organizational structure.
Negotiates terms of purchase orders and contracts, analyzes pricing on purchase orders, blanket purchase agreements (BPAs), or issues delivery orders under the terms and conditions of the existing contract.
Determines method of procurement and selects appropriate solicitation format using mandatory clauses and based on consideration of such matters as urgency of need, realistic delivery schedules, adequacy of competition, and technical data.
Assists in the development and implementation of internal procedures for accomplishing coordination and administration of all Post support operations.
Prepares detailed findings and other documentation in cases of dispute over contract terms of contracts.
Prepares replies to contractors and customers on claims, appeals, protests, or congressional inquiries.
Evaluates prospective contractor?s bids/offers and determines successful contractor in accordance with applicable regulations and procedures.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must file annual financial statement.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Education can be substituted for experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
