This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

This position serves as the PTSD RRTP Program Coordinator for the Posttraumatic Stress Disorder (PTSD RRTP program) in the Behavioral Health and Sciences Care Line at Salisbury VAMC. Residential care is provided at the Salisbury location. This position has been delegated managerial and supervisory responsibility for these programs. This position is administratively responsible for the clinical programming and daily operations of the program. Develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. This position may be responsible for the program's budget and various control points assigned to the program within the assigned areas where applicable. This position manages and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. In conjunction with the service chief, plans, organizes and directs administrative, operational, caregiver, Veteran and personnel activities for the service.Duties include but are not limited to:Clinical (50%) Provides a full range of individual therapy services and diagnoses mental disorders, particularly for complex or unusually difficult patients. The incumbent will make psychosocial diagnoses and appropriate evidence-based interventions with measurable outcomes. Provides comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy. Provides education to patients, family members, and significant others. Provides consultation to professional staff within VAMC and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients. Functions independently as a member of the VAMC Medical Staff, with full clinical privileges. Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation. Comply with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients. Comply with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes). Attend and participate in administrative and informational meetings held by the Service Line Director (or designee) and facility Director. Attend regular staff meetings, Medical Staff meetings, and complies with MH Service peer review procedures. Coordination (50%) Oversees the access to MH&BS, including consult receipt/triage and scheduling instructions. Assist with program development and process improvements regarding the coordination and management of patient care including but not limited to: SAIL metrics, and other outcome measures as assigned. Advises management on the establishment of program goals, priorities, and major work schedules, develops short/long-range staffing and equipment requirements. Assist the supervisory staff with the general management, helping to problem solve issues. The incumbent assists in matters related to community relations, interdepartmental coordination and partnerships, and communication of policy changes to the facility. Facilitates, offers and/or provides education and training regarding local policies and National Directives, as appropriate. Responsible for compliance of all performance measures. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to dependently practice social work at the master's degree level. Grade Determinations: Senior Social Worker GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as a senior social worker must be licensed or certified at the advanced practice level with a minimum of two years post advanced practice clinical licensure and should be in a specialized are of social work practice. Must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
