Duties
This position is located in the Legal Support Section (LSS) within the Civil Division of the United States Attorney's Office for the District of Columbia (USAO-DC). The purpose of this position is to serves as Supervisory Paralegal Specialist charged with overseeing and managing two units within LSS (i.e., Paralegal Support Unit and Legal Administrative Support Unit), and provides advice and consultation to the Division Chief, Deputy Chief(s), and the Assistant U.S. Attorneys (AUSA).
The Legal Administrative Support Unit covers legal support activities that are interrelated and interconnected to other sections/divisions throughout the U.S. Attorney's Office for District of Columbia. Oversight work involves managing the administrative and legal support functions and processes
The Paralegal Support Unit provides paralegal and Legal administrative support to AUSAs in the management and organization of documents in complex cases and other litigation involving large documentary productions in discovery or numerous documentary exhibits for trial, as well as drafting and otherwise participating in the preparation of court filings in categories of cases including FOIA actions, pro se prisoner "BIVENS" actions, employment cases, APA cases, tort cases, and other litigation. The PSS contributes to the development the legal support staff and provides training to support the needs and requirements of the staff.
Typical duties will include:
Oversees and manages day-to-day activities of two subordinate units and exercises delegated authorities in carrying out supervisor/managerial responsibilities.
Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
Gives advice, counsel, or instruction to employees on both work and administrative matters.
Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.
Interviews and makes recommendations for the selections for subordinate supervisory positions responsible for coordinating the work of others, and similar positions; Recommend awards or bonuses for nonsupervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others; Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; Develops performance standards; and evaluates work performance of subordinates; Identifies developmental and training needs of employees.
Oversees a variety of complex, paralegal support assignments relating to the defense of agencies sued under the provisions of the FOIA, BIVENS, and other civil statutes or actions, as assigned. Paralegal support and legal research assignments require significant specialized knowledge, particularly in the area of information and privacy law and Constitutional tort law. Directs and/or performs other related duties as assigned.
Oversees a variety of legal assistance and technical work requiring a specialized knowledge of processes, procedures, and practices to support legal activities.
Oversees a variety of administrative duties in support of the assigned AUSAs. Support assignments of this nature involve administrative support not of a strictly legal nature, but which typically involves automation support or other administrative subject-matter areas.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
QUALIFICATIONS: To qualify as a GS-13 Supervisory Paralegal Specialist, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal Service.
Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include ?performing the following types of duties: planning and coordinating work assignments, establishing goals, objective, procedures and methods for accomplishing work; reviewing and tracking work assignments to ensure work is adequate, accurate, complete and timely; coordinating the preparation of a variety of substantial legal documents for review and approval by the attorneys; assisting attorneys with trial preparation; identifying training needs, securing the appropriate training, which includes providing on-the-job training; planning, managing, and evaluating administrative and employee resources and operations; developing and coordinating legal support operations and administrative support; participating and overseeing the Division's recruitment plans, recommending new hire selections; developing performance standards and evaluating performance, recommending staff awards.
