The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising agency leadership on all matter related to program cost, schedule, and performance across the Jemini Program.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023. As a Program Manager at the NH-0340-4 some of your typical work assignments may include: Advise agency leadership on all matter related to program cost, schedule, and performance across the Jemini Program with emphasis on program planning (schedule and budget) and long range procurement and fielding plans. Ensure Jemini program requirements are properly identified, budgeted, and acquired in accordance with Agency and DoD acquisition regulations and policies. Serve as expert planner, analyst, and advisor to agency management on integrated master schedules, schedule risk assessments, program cost analysis, long-range fiscal program planning and/or commercial issues for key agency programs. Provide managerial and technical leadership to develop and implement successful MDS program planning, budget development, integrated logistics, acquisition and operational policies, plans and assessments.

  • This is an acquisition position coded Advanced in Program Management
  • Incumbent may be subject to rotation for career-broadening opportunities.
  • Permanent Change of Station (PCS) authorized.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with operational concept development and coordination with multiple program offices or organizations. OR Experience with scheduling, directing, and monitoring work scope related to Space related mission requirements. OR Experience with space development within the organization pertaining to development of requirements and the space enterprise mission area. OR Experience with representing program equities at Space related Technical Exchange Meetings, Operational Community of Interest, and similar. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
