You will serve as an IT Specialist (INFOSEC) in the Cybersecurity Warfare Department, Cybersecurity Division of NAVAIRWARCENAC DIV. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will implement/manage an effective and comprehensive cybersecurity program for command acquisition projects, corporate operations, and/or Research Development Test and Evaluation activities. You will provide customers with expert information/analytical support/guidance on cybersecurity requirements for proposed IT acquisitions from earliest stages of development, through the acquisition milestone process and follow-on support. You will ensure appropriate security analyses, standards and measures are integrated into IT procurement plans and processes, and Functional Area Management processes. You will conduct and/or lead information technology professionals in conducting, analyzing and developing reports of network vulnerability scans.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying cybersecurity methods/techniques optimally suited to the supported program, including the needs of external partners (e.g., vendors), and leads efforts to integrate them into all aspects of operations; 2) Consulting with customers to support the development of technical processes, procedures and solutions to address the cybersecurity requirements of IT applications, systems and networks; 3) Making authoritative recommendations for corrective actions to the program/project manager, customer and cybersecurity team members for cybersecurity program plan refinements, which must be achievable within staffing and resource constraints; 4) Leading the customer team's analysis/implementation of Information Assurance Vulnerability Management (IAVM) actions (e.g., IAVAs, IAVBs); and 5) Leading a team of cybersecurity functional specialists, and ability to collaborate with varying stakeholders to identify/integrate cybersecurity principals and methods into all aspects of the target system development lifecycle.
