You will serve as a PROGRAM MANAGER in the Information Technology (N6), IM/IT/Command and Control (N6P) of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will provide Anti-Terrorism/Force Protection (ATFP), Emergency Management (EM) and Chemical, Biological, Radiological, and Nuclear (CBRN) subject matter expertise to the leadership in the assigned area of responsibility.
You will develop and define project goals and prepare long-term master plans.
You will negotiate and integrate all functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), in support of assigned projects into a comprehensive management plans.
You will provide professional acquisition support to client activities by identifying recommended equipment solutions and facilitating the successful deployment and sustainment of systems.
You will manage project milestones throughout the project lifecycle from preliminary assessments to completion or Initial Operational Capability (IOC).
You will analyze project status as it relates to cost, schedule and compliance with ATFP / EM / CBRN program approved metrics and technical baselines.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Program Management Level II. Certification is required within 24 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: Utilizing an in depth knowledge of Anti-Terrorism/Force Protection (ATFP), Emergency Management, and Chemical, Biological, Radiological and Nuclear (CBRN) to resolve unique or novel problems or significantly alter standard practices to provide advice to agency officials on broad program operations; dealing with command's representatives and contractors to create and maintain mutual understanding, respect and cooperation; and devising workable courses of action that organize resources and obtain cooperation from all stakeholders.
