Duties
Duties described below reflect the full performance level (GS-11). Duties assigned to an entry grade of GS-9 will be developmental in nature.
Reviews and analyzes a variety of reports received from internal and external sources, including reports produced by automated systems.
Interprets applicable guidelines and regulations to assist in implementation of approved/directed internal procedural changes to accomplish financial management objectives.
Performs analysis and makes recommendations for corrective or enhancement actions to ensure the adequacy of the internal control operations.
Applies financial management analysis knowledge of automated systems and related regulatory and statutory requirements to identify financial management problems.
Provides financial management technical advice and assistance to functional directorates in identifying problem areas involving regulatory requirements, statutory provisions, procedures, systems.
Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.

Qualifications
This position is developmental, and selections may be made at the entry level GS-09 target GS-11 and/or entry grade level GS-11. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-11 grade level without further competition.
Specialized experience for the GS-09 level is defined as: Assisting with quality control examinations of policies and procedures; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies.
Specialized experience for the GS-11 level is defined as: Performing quality control examinations of operations, policies, procedures; providing substantive recommendations; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; researching and interpreting financial policies and laws to resolve financial issues related to Civilian Pay Operations.
Time in Grade Requirement
GS-09 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
SUBSTITUTION OF EDUCATION FOR GS-9 LEVEL: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
