About the Position: Position provides specialized knowledge and expertise of military personnel practices and programs in support of the organization's personnel management and mission requirements. Position is in Operations Management Division, Human Resources Command (HRC) at Fort Knox, Kentucky.
Duties
Identify the impact of changes on the policies and procedures of the installation and subordinate organizations.
Initiate and documents policies and procedures for use, update and maintenance of new applications and programs following established guidelines and regulations for adoption of policies and procedures.
Provide guidance, interpretations, training and/or briefings on current and proposed policies for assigned military personnel action programs to a wide variety of individuals, managers, and key officials.
Exercise technical responsibility for the personnel data system management and applies data systems skills and practical knowledge of personnel management expertise to effect smooth operation.
Provide accurate and timely guidance to requests for information received from various inquirers.

Experience Required: To qualify based on your work experience, the resume must describe at least one year of experience equivalent to the GS-09 grade level in the Federal service which prepared you to do the work in this job. Provide specialized knowledge and expertise of military personnel practices and programs in support of the organization's personnel management and mission requirements. Experience in reviewing records and various documents regarding sensitive, complex cases which involve allegations of inequitable, prejudiced, or similar treatment. Experience reviewing records and other case documentations to ensure that they are procedurally correct, complete, and adhere to military policy and regulation. Experience in quality control management military personnel programs such as Assignments; compassionate, return of felon, Expedited Transfer of Sexual Assault Victims, Threat to Life, Return to Duty, Medically Based, COAD and HIV, Soldier Actions; Deletions, deferments, curtailments and attachments, Soldier Programs; Sole Surviving Son or Daughter, Hostile Fire Area Exemption, Blue Bark, EFM Stabilization, Death of a Spouse Stabilization, AGR Overseas Family Travel, Remissions, Background Screening, Exceptional Family Member Program, Personal Security, Medical assignment coordination and Congressional Inquiries.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
Some federal jobs allow you to substitute your education for the required experience to qualify. For this position at the GS-11 grade Level you must possess:
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in Human Resources Management.
