THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard Excepted Service position is for a Resource Manager, Position Description Number T5432000 and is part of the Construction and Facilities Management Office (CFMO), Resource Management Branch of the District of Columbia Army National Guard.

Duties
The purpose of this position is to accomplish management and financial administration of programs under the control of the Construction and Facilities Management Office (CFMO). The position supervises the work of the function. This position,
Serves as a principal advisor to the CFMO regarding resource management. Initiates, administers, and executes necessary actions for CFMO programs.
Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting.
Provides expert guidance in the development and preparation of budget submissions, execution, and closeout.
Analyzes and interprets historical information and determines cost-factors for negotiated agreements. Provides technical advice, reviews final drafts prior to execution, and manages financial execution of negotiated agreements.
Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate.
Performs other duties as assigned.

Requirements

- Must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and overtime hours may be required to support operational requirements or contingencies.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- Must complete the DoD Financial Management Program course instructions to meet the position?s required DoD Financial Management Program Certification, within two years of hire.

- This position is subject to provisions of the DoD Priority Placement Program.

Qualifications
To qualify you must have appropriate experiences that demonstrate you have acquired a broad knowledge in finance, resource management, accounting and/or audit programs. Your resume must provide sufficient experience and/or education, knowledge, skills, and abilities in supervising others, in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements.
SPECIALIZED EXPERIENCE:
Must have at least 36 months experience, education, training or a comprehensive working knowledge of planning, programming, budgeting, and executing regulations, guidelines, and processes.
Must have familiarity with CFMO funding and budgeting, Installation Status Reporting (ISR), Resource Management Online, and General Fund Enterprise System (GFEBS)
Experiences and knowledge in executing Federal and state programs to ensure adherence to statutes. Skilled and knowledgeable on working a budget program, identifying, analyzing, and resolving a range of budgetary problems associated with program execution. Skilled in applying analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions that resolve conflicting goals and objectives.
Must have working knowledge of the format and composition of financial documentation to support all budget processes.
Experienced in using public laws that govern multiple federal and state program appropriations. Have a working knowledge of state and Federal accounting systems programs is a plus.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

OTHER REQUIREMENTS:
Must possess or be able to obtain the proper clearance type and level within one year of appointment according to the DoD Personnel Security Program Management Directives.
Must be eligible for entry into the position's financial management certification career program before final approval and appointment is processed.
As a condition of continued employment, the employee must complete the required higher Financial Management Certification, continuing education and training hours, within 24 months of appointment to the position.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Education
A degree/ studies in accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
Substitution of Education for Specialized Experience is allowed.
To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
