Duties
Provides analytical solutions for complex competency, skillset and human capital skill gaps, and organizational program challenges for high-level officials within the Defense Finance and Accounting Service.
Supports the coordination, revisions and updates to the Agency Human Capital Strategic Plan including developing/monitoring metrics; evaluating priorities; extracting workforce supply, demand and trending/forecasting data
Applies human capital theories, principles, methods and tools to conduct studies and analyses in response to taskings, but more often in response to high-level, often undefined requirements.
Responsible for problem definition, identification of critical factors and essential elements of analysis, and the design, coordination, and execution of analyses, tests, and studies.
Updates models with current ever changing information that will directly affect the accuracy of the models output and mission results.
Devises and recommends integrated approach to structured human capital management processes, which serve as the basis for substantive changes across the agency and administration of programs affecting employees.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, or comparable in difficulty and responsibility to the GS-21 if outside the Federal service which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: developing analytical measures and metrics in order to support or influence human capital or workforce related business decisions; creating and maintaining dashboards or other data visualizations using tools such as Excel, Power Query or PowerBI; and co-creating solutions with stakeholders to deliver information or products supporting human capital related initiatives.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
