This position is part of the Defense Security Cooperation Agency. The incumbent will manage, supervise, advise and provides counsel to employees regarding policies, procedures, and directives of program management.
Duties
As a SUPERVISORY PROGRAM MANAGER at the GS-0340-15 some of your typical work assignments may include:
Manages the development, promulgation, monitoring and execution of policy, procedures, and special projects required to oversee the future capability development process or execution of current security cooperation and security assistance programs under the purview of Global Capability Development (GCD).
Serves as the policy and execution link for assigned T10 and T22 programs from initial planning through execution and completion.
Develops, reviews, and coordinates legislative revisions to statutory authorities, CCMD legislative proposals, and higher Executive Branch policies for T10 and T22 programs within purview.
Provides staff assistance to the Director, DSCA, his/her principal assistants, and other key DoD and USG personnel on assigned T10 and T22 programs.
Serves as the DSCA Building Partner Capacity Program Manager and will coordinate and serve as liaison to DoD Implementing Agencies, components, schools, and commands.
Advises international program managers and specialists throughout the DoD as well as officials of other government agencies, industry, and members of foreign military missions.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Leading the development of processes, policies, and personnel requirements to administer a security cooperation or security assistance program;
Identifying program inefficiencies and making recommendations for improvement;
Developing plans and objectives to ensure program requirements are effectively implemented;
Providing expert advice, assistance, and recommendations on Building Partner Capacity programs in support of U.S. foreign policy and security cooperation objectives.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
