The primary purpose of this position is to serve as a technical instructor and courseware developer for Computer Office Suites, and administrative courses. This position functions as a subject matter focal point for the analysis, design, development, implementation, execution and evaluation of training, including oversight and involvement in program analysis.

Duties

Plans, coordinates, designs and validates major components of assigned training course material, to include training instructional design. Develops, reviews, and revises Computer/Soft-Skills training instructional materials in accordance with established learning objectives. Plans, coordinates, designs and validates measurement devices. Conducts classroom and computer based instructions. Prepares and delivers written and oral presentations such as briefings, consultations, team sessions and other staff functions and activities to secure understanding, cooperation, resolve controversial matters and conveys information relative to proposed changes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements (IOR) for the GS-1712, Training Instruction Series. . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Possess a practical knowledge of the subject area being taught and a practical knowledge of the methods and techniques of instruction. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Major study -- education or a subject area related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of training administration policies, and procedures to develop an adequate training program of assigned subject area. 2. Knowledge of instructional design and materials development to include use of technology for design and delivery of training. 3. Knowledge of skill in instructional methods, principals, and techniques in order to deliver training courses and assess course effectiveness in meeting identified course objectives. 4. Knowledge of skilled in developing course materials and instructional methods, principles, and techniques in order to develop training courses, obtain training resources, and assess overall effectiveness in order to meet identified training requirements for Computer/Soft-Skills training. 5. Knowledge of skilled in the use of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. 6. Knowledge of the installation/command mission and organization. 7. Ability to analyze, plan and adjust work operations to meet program requirements and objectives within available resources. 8. Ability to communicate effectively both orally and written and to maintain a positive working relationship with management, classroom participants, and peers. 9. Ability to obtain and maintain applicable qualifications/certifications to deliver courseware requiring a special qualification/ certificate requirements. 10. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations and or technical orders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
