You will serve as a PROGRAM ANALYST for the SHIPYARD INFRASTRUCTURE OPTIMIZATION PROGRAM (SIOP) Execution Team at NAVAL FACILITIES ENG SYSTEMS COMMAND PACand assist with coordination and analysis of the SIOP program and overall project execution within the NAVFAC PAC Area of Operations.
Duties
You will coordinate with directorates, business and support lines, NAVFAC Headquarters (HQ), Program Management Office (PMO) 555, various commands, departments, and offices on funding/resource requirements.
You will manage the formal scope change process to document and validate scope changes due to changes in requirements and/or program requirements.
You will review, analyze, edit, and consolidate budget submissions and data calls.
You will create exhibits and develop briefings to support/defend budget related issues.
You will track and evaluate the budget throughout the operating year via integrated reporting systems against the Command Strategic Plan goals and operating target (OPTAR).
You will serve as the Information Manager for the assigned program(s).

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Receiving, processing, and tracking acceptance of funds in accordance with Federal and Command policies and financial systems to ensure appropriate funding sources and documents for justification are accurate and complete; 2) Experienced working in FIS, CFMS, COGNOS systems; 3) Conducting evaluative analyses of financial and management reports of all aspects of operating programs and functions; 4) Analyzing and evaluating financial data to identify issues and developing recommendations or alternative methods for proceeding; 5) Developing briefing materials and briefing on the current status; and 6) Developing and establishing protocols for electronic file storage, sharing of electronic documents, and use of electronic tools.
