As a Financial Specialist you will be responsible for providing advice, assistance, and support to Office of Administration staff in a variety of financial management and budget activities.

Duties

Provides expert advice, assistance, and support to Office of Administration staff on a variety of budget and financial management areas, program resource policy and planning to assure optimum utilization of resources. Provides operational support to the Business Operations director in the formulation and development of the OA operational budget resources. Prepares financial reports, conducts analyses, and prepares responses to financial assessments, audits, and investigations. Ensures that financial accounting and budgetary data is maintained in accordance with the requirements of federal accounting standards. Serves as Contracting Officer's Representative in monitoring assigned contracts. Provides management with comprehensive data, analysis, and evaluation of financial management procedures, processes, operations, and systems; identifies problems and trends, performs root cause analysis; and provides recommendations and solutions for change and improvement. Please Note: This is not a Bargaining unit position.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to: Apply concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage or analyze mission-related programs; Perform program evaluation to develop and execute improvement/enhancement plans (or processes) for automated financial management systems; Advise leadership on the direction and allocation of resources for operation and administration of an agency; Work with automated financial accounting and procurement software packages, such as Oracle Federal Financials, Oracle Government Financials, or Oracle General Ledger, Excel, PRISM, or equivalent software; Support the development and implementation of interagency agreements; Work with government invoicing and centrally billed accounts; and Provide contract monitoring support. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
