The primary purpose of this position is: to serve as an Information Technology/Intelligence Policy Officer directing and/or advising on compliance with Office of the Director of Intelligence (ODNI), Department of Defense (DoD) and Air Force (AF) legal requirements, as well as processes or policies that have the weight of law, surround the development, use, sharing or reuse of data, data services, artificial intelligence/machine learning and modern data management practices for ISR. TERM 4 YRS

Duties

Plans, develops, and promotes a broad range of policies, processes, and guidance on various subject areas. Performs research, writing, and analysis related to legislative and policy proposals for a wide range of proposals impacting the ISR enterprise. Initiates, cultivates, and maintains productive working relationships with colleagues, experts, IC and DoD members, and policy committees and use these relationships to share information of interest across stakeholders -- AF, DoD and IC. Attend meetings, conferences, briefings, and seminars related to information assurance, artificial intelligence, data management, government data sharing, information technology, and other broad strategic areas. Coordinate the contributions of professionals and specialists, note problems that arise, and resolve differences.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. Shift work and emergency overtime may be required
  • A master?s degree in a technical related field is highly desired. Education and/or experience in the legal field is highly desired. Mobility: Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include advanced technical knowledge of software and other various digital technology systems (cyber, cloud, platform, data, and/or artificial intelligence); knowledge of technology systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of IC and related U.S. Government and DoD policies, directives, and standard operating procedures and demonstrated ability to develop a broad range of policies, processes, and guidelines. 2. Knowledge of the principles, procedures, and tools of information assurance, artificial intelligence, data management, government data sharing, and information technology. 3. Extensive knowledge of and demonstrated experience in the research, formulation, development, and coordination of policies and directives, including extensive knowledge of qualitative and/or quantitative methods for policy development and assessment. 4. Extensive knowledge of U.S. Government, DoD, and IC components, missions, and interrelationships and experience working either with or in a major U.S. Government or IC organization; extensive understanding of the authorities, roles, and responsibilities of the organizations within the IC. 5. Ability to apply knowledge of IC organizations and relevant customer organizations or operations (e.g., intelligence disciplines, military, policymakers, and law enforcement) to effectively address their intelligence requirements and provide appropriate policy responses to meet needs. 6. Skills involving interpersonal, organizational, and problem solving as well as, demonstrated ability to work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
