The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position is assigned to the Office of Integrity and Compliance (OIC ) Program as a trainee in the VA TCF Master's Program.

Duties

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. During the training program, the ICO TCF Trainee works closely in collaboration with the Preceptor to conduct the primary duties/responsibilities. As time progresses in the training program, the ICO TCF Trainee conducts work more independently to prepare them for placement as a permanent ICO. Major Duties include but are not limited to: Makes recommendation for actions when adjustments or a different course of action is necessary. Identifies and researches health care system risks and program weaknesses for potential non-compliance. Develops and performs methodologies for compliance reviews and audits of perceived problem and prioritized risk areas. Conducts monitoring and auditing and authors reports in accordance with the implementation and execution of office of Inspector General practices for an effective compliance program. Provides reasonable assessments and/or quality reviews of financial, analytical, and evaluative work associated with compliance program activities. Performs analytical and evaluative work, prepares formal reports and presentations on monitoring and auditing results. Monitors compliance and integrity metrics and independently performs actions to assist in meeting performance targets. Performs qualitative and quantitative review of operations in the health care system, including internal controls over prioritized risk areas. Provides audits and analyses to manage and mitigate key risks that may adversely impact local health care system objectives, to include areas of routine compliance monitoring as required by agency and/or oversight bodies; determines adequacy in preventing compliance failures; prepares and presents findings in standardized audit format. Provides technical assistance in the selection of focused audits, criteria development, data retrieval, compilation of findings, and follow-up audits. Implements internal controls and solutions in partnership with risk owners. Performs quality data reviews, detect trends and problem areas, which impact resource allocation, planning of work and refinement of business practices. Identifies extensive program data/interrelationships and conducts a variety of studies, investigations and assignments including recommending and utilizing auditing and monitoring systems, analyzing results, interpreting data, and coordinating the preparation of accurate and reasonable formal and information reports, program plans, and proposals. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. BASIC REQUIREMENT: The Health System Specialist Series, 0671, has an Individual Occupational Requirement that must be met in addition to the Minimum Qualifications for this series. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: A formal individual training plan must be provided to verify successful completion of the training program. Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. MINIMUM QUALIFICATIONS: In addition to meeting the above IOR, you must meet the minimum qualifications requirements. You may qualify based on education and/or experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying the process of discovery that involves the diagnosis of a problem or issue, identification and gathering or relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action; Solving problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaking down complex problems into single and manageable components and considering each part in detail, making a systematic comparison of various alternatives; Translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches; Making sound, well informed, and objective decisions. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have have successfully completed a master's or equivalent graduate degree in hospital administration, public health administration, or related fields such as business or public. OR, possess 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond ???????the first year of graduate education.
