This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This vacancy exists within the office of the PEO CS&CSS, TS. However, the referral list generated by this announcement may be used to fill future vacancies in PEO CS&CSS and/or PEO GCS, with a duty station of Warren, MI and/or Selfridge, MI.
Duties
Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding.
Exercises management control of all functional inputs to the program.
Making extensive use of technical resources external to the immediate project office, initiates, plans, and directs a variety of activities critical to mission accomplishment.
Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies.
Maintains a continuous up to date cognizance of all aspects of project(s).
Reviews and evaluates data relating to short and long term technical management, financial objectives and requirements to keep abreast of program progress and anticipated problems.
Evaluates pertinent data from points of contact to provide ready, accurate and complete response to inquiries on the status of all assigned programs from Congress.
Oversees coordination between assigned program(s) and other systems.
Maintains direct channel communications with system users and the user community.
Serves as authoritative consultant and speaks for the PM at all levels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must clearly describe at least one year of specialized experience at the NH-02 level which includes: 1) Execute cost, schedule, performance, and risk activities within the acquisition lifecycle framework; 2) Coordinate acquisition support activities necessary to meet program objectives; 3) Evaluate the work of personnel from contractors and other supporting activities to approve, disapprove or modify data (i.e. reports, drawings, specification, configuration changes, etc.); and 4) Provide advice and/or assistance to senior PM personnel on any products assigned (such as resources, budget revisions, project milestones, financial objectives, etc.).
The definition of specialized experience is typical of work performed at the next lower grade/level position at the NH-02 (or GS-11 equivalent).
