You will serve as a SUPERVISORY PERSONNEL PSYCHOLOGIST/INSTRUCTIONAL SYSTEMS SPECIALIST in the EXAM DEVELOPMENT DIVISION of NETPDC.

Duties

You will oversee and monitor the annual development of all branch Navy-wide enlisted advancement examination packages. You will be responsible for approving and scheduling military exam panels, ensuring goals are met and resources are provided and authorizing any changes to panel processes that could impact ability to meet exam production timelines and requirements. You will oversee personnel responsible for ensuring the quality control of exams and exam products, assess statistical results, and apply standards and procedures to ensure advancement fairness. You will develop and implement exam development policy and policy documents to include standard operating procedures, manuals and command instructions that outline exam development processes and working guidelines. You will oversee job analysis process used to develop testing plans for each Navy rating that determine the content validity of Navy advancement exams, and conduct job analysis, as needed, to ensure proper staffing of exam production activities. You will create and oversee individual employee plans, evaluate performance of employees, identify training needs and advise employees on work and administrative matters. You will coach and mentor junior level employees on work methods, practices, and processes.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating and analyzing statistical data, to include the reliability and validity of advancement examinations, in order to determine strategies to improve examinations that deviate from desired statistical outcomes; 2) Designing procedures and methods to assist in the development of vocational advancement examinations to include writing techniques and methods, industry standards, and trends; 3) Advising personnel on the concepts of testing procedures; and 4) Conducting analyses to identify or validate personnel assessment and selection requirements to support examination development. Series 0180 Education Requirements:
Have successfully completed a degree with a major or equivalent in psychology for all specializations.

Series 1750 Education Requirements:
Have successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
