Primary responsibility of the incumbent is the development and implementation of the ongoing Medical Administration Service (MAS) training programs for West Palm Beach employees, including training in personnel and customer service, new MAS initiatives, directives, and processes, mandatory training and informational training material. Works with Ambulatory Care and CBOC members to monitor and develop seamless processes within MAS with the goal of improving efficiency and effectiveness.
Duties
Major Duties include but not limited to:
Prompts staff members to participate in cyclic or special evaluations. Incumbent is expected to continually and systematically evaluate assigned operations and to make necessary recommendations to ensure conformance with standards and established goals.
Analyzes data and identifies trends and concerns or issues.
Develops and/or maintains a system of internal reviews and a quality assurance program to ensure all programs operate at a high level of effectiveness that ensures compliance with standards at accrediting, regulatory and agency authorities.
Coordinates the completion of controlled correspondence (congressional, patient letters, appeals) and composes responses within assigned deadlines. Coordinates the completion of VISN 8 Action Item response assignments on a weekly and monthly basis as needed.
Composes memorandums and bulletins as needed, to support department goals.
Prepares recurring and also non-recurring statistical reports for presentation directly to the Chief, Medical Administration Service and/or medical center executive leadership (Pentad).
Coordinates and composes annual strategic plans and identified goals of the service.
Participates in various MAS committees as assigned and implements teams to roll out new MAS processes and procedures that result with the release of new VHA Handbooks, Directives and policies.
Participates in committees and/or meetings with management and executive leadership and audiences (e.g. Data Validation Committee, Wait List Workgroup, Town Hall Meetings, Stakeholder Meetings, etc.) by providing MAS program updates.
Maintains proficiency in MAS program knowledge and be a subject matter expert with current VHA Handbooks and Directives on hospital operations.
Develops, analyzes, evaluates and advises on process improvements that will enhance effectiveness and efficiency of work methods, procedures, organizations, manpower utilization, distribution of work, management controls and information systems for the department.
Conducts budget studies and tracks overtime usage for each of the MAS Sections.
Makes position management recommendations.
Accumulates cost efficiency and statistical data; conducting management studies and projects to collect data on patient demand, trends and bed utilization and developing computer project applications for the medical centers.
Works with organizational analysis, work methods, procedural analysis, and management statistics to effectively express findings for oral and written presentations.
Reviews all new VHA Directives and Publication for changes and communicates these changes to the MAS leadership.
Work Schedule: Monday-Friday, 7:30a.m. - 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but not limited to: Maintain a system of internal reviews and a quality assurance program to ensure all programs operate at a high level of effectiveness that ensures compliance with standards at accrediting, regulatory and agency authorities; Advise on process improvements for work methods, procedures, organizations, manpower utilization, distribution of work, management controls and information systems for the department; Conduct management studies and projects to collect data on patient demand, trends and bed utilization and developing computer project applications for the medical centers; Utilize registration and scheduling applications to investigate and compose responses to Controlled Correspondence for denied benefits.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR,3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond undergraduate. The total percentages must equal at least 100 percent to qualify for the grade level.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and visits to activity work sites. Occasional use of automobile may be required. There are periods of walking within the facility to obtain records and information; standing to make copies of various documents; light carrying of medical records, manuals or books; and crouching/bending to file and access records and documents. The incumbent must have adequate eyesight and hand dexterity to allow for the reading and operating of a personal computer.
